DHL Express has activated its 2026–2027 Demand Surcharge for the U.S. from October 1, 2026 through February 5, 2027. For international ecommerce and B2B shippers, this matters because the charge is based on billing weight and route, and it can apply in addition to fuel and other surcharges.

DHL says demand-surcharge amounts and application dates can change during the demand period with prior notice. That means a rate saved in a spreadsheet in October should not automatically be assumed valid through February.

How DHL Express Demand Surcharge works

For Time Definite International services, DHL publishes a matrix based on the shipment’s origin region and destination region. U.S. pricing is expressed in USD per pound of billing weight.

Example lane 2026–27 U.S. demand surcharge
Americas → Americas $0.14/lb
Americas → Oceania $0.25/lb
Americas → Europe $0.00/lb
China/Hong Kong → Americas $1.03/lb
Asia → Americas $0.75/lb
Rest of World → any listed region $0.42/lb

Those examples are taken from DHL’s U.S. demand-surcharge table as published for the current period. Check the live table before quoting because the route matrix may be revised.

Billing weight is what matters

The surcharge is not necessarily based on scale weight. DHL Express determines chargeable or billing weight by comparing actual weight with volumetric weight. For a light but bulky box, volumetric weight can therefore increase the demand surcharge as well as the base freight rate.

Use the DHL Volumetric Weight Calculator to estimate billing weight before applying the route-based surcharge.

Worked examples

Americas to Americas

Suppose a shipment has a DHL billing weight of 30 lb and the applicable lane surcharge is $0.14/lb. The estimated demand surcharge is:

30 × $0.14 = $4.20

China/Hong Kong to Americas

For a 30 lb billing-weight shipment on a lane priced at $1.03/lb:

30 × $1.03 = $30.90

The same box can therefore carry very different seasonal cost depending on origin and destination.

Day Definite and U.S. domestic rules differ

DHL’s current U.S. page states that Day Definite International services carry a flat $0.07/lb Demand Surcharge during the demand period. It also lists a $0.05/lb charge for Time Definite Domestic services from November 1 through December 31, 2026.

This is another reason not to use one blanket percentage for every DHL service.

How to budget peak-season DHL costs

  1. Forecast billing weight, not only actual weight. Bulky packaging can increase the surcharge basis.
  2. Model lanes separately. China-to-U.S. economics can look very different from U.S.-to-Europe or intra-Americas shipping.
  3. Add fuel separately. DHL explicitly states that fuel surcharge applies during the demand-surcharge period.
  4. Include other accessorials. Remote area, overweight, oversize, non-conveyable and address-correction charges can stack with seasonal charges.
  5. Refresh rates during the season. DHL says demand amounts and dates may change with notice.

Why packaging optimization matters more in peak season

If a 10 lb product ships in a carton that produces 18 lb of volumetric weight, the higher billing weight can affect both freight and any weight-based demand surcharge. Right-sizing does not remove a route-based surcharge, but it can reduce the number of billable pounds to which the surcharge is applied.

2027 price adjustment

DHL Express has also announced a 5.9% average U.S. price adjustment effective January 1, 2027. Because the demand period continues into February 2027, shippers budgeting January shipments should consider both the annual rate adjustment and applicable seasonal surcharges. See our DHL Express 2027 rate increase guide and DHL 2027 shipping budget for the combined planning model.

Frequently asked questions
